Ricardo X. Carlo is an associate in the firm’s Tax & Estates Practice Group, and practices from the firm’s New Orleans office. Ricardo’s practice involves advising employers on all aspects of their employee benefit programs, including matters affecting tax-qualified retirement plans, such as: 401(k) plans, ESOPs, and defined benefit plans; executive compensation plans; and welfare benefit plans, including cafeteria plan, COBRA, and health care reform (PPACA) issues. Ricardo also advises employer and plan administrators on ERISA’s reporting and disclosure requirements, HIPAA, ERISA fiduciary duty, prohibited transaction rules, and plan termination issues.
Ricardo also has experience advising a wide array of clients in the design, drafting, implementation and ongoing qualification of qualified plans, with a focus on 401(k) and defined benefit plans, as well as cafeteria plans, flexible spending account programs and health savings accounts. He also has experience advising clients with respect to benefit plan compliance issues, including drafting submissions to the Internal Revenue Service pursuant to the Employee Plans Compliance Resolution Systems regarding a variety of operational and plan document failures.
Ricardo is a 2003 graduate of the Interamerican University of Puerto Rico School of Law, where he received his juris doctor degree with honors. In 2010, he received his LL.M. in Taxation with a Certificate in Employee Benefits Law from Georgetown University Law Center. Ricardo received his Bachelor of Science in Marketing, from Florida State University in 1998. He is admitted to practice in Puerto Rico, and is fluent in both Spanish and English.
Before joining Jones Walker, Ricardo practiced as a labor, contracts, and commercial litigation attorney in Puerto Rico.
